chemicals policy

Balancing safety, sustainability, and economic growth

Effective regulation of chemicals is essential for protecting human health and the environment, but this needs to be balanced against other societal needs. By evaluating both the benefits and costs of policy decisions, socio-economic assessments ensure that policies protect communities and ecosystems while supporting industrial innovation, job creation, and competitiveness.

Why and when should you use our chemicals policy services?

Our Chemicals Policy service is designed to guide you through the complex landscape of chemicals regulation, providing a clear understanding of the broader social, economic, and environmental impacts of regulatory decisions.

We help our clients conduct comprehensive socio-economic assessments (SEAs) and policy analyses, answering critical questions like:

  • What are the best policy instruments for managing chemical risks?

  • What are the health and environmental benefits of regulating specific chemicals?

  • What are the economic impacts on industries and consumers from regulatory activities?

  • How will proposed chemical policies affect public health, environmental sustainability, industrial innovation and competitiveness?

  • How can we identify safe, suitable, and sustainable alternatives and incentivise substitution?

What We Do

We utilise a wide range of assessment frameworks such as impact assessments, cost-benefit analysis, cost-effectiveness analysis, multi-criteria analysis, regulatory management option analysis, analysis of alternatives, and more.

Together with our technical partners we support clients through:

  • Developing transparent and objective socio-economic analyses of proposed regulations, such as Registration, Evaluation, Authorisation, and Restriction of Chemicals (REACH) Restriction proposals.

  • Preparing policy-relevant industry analyses as input into public consultations, for example input to Occupational Exposure Limit (OEL) processes. Providing tailored socio-economic assessments for wider policy initiatives to incentivise substitution.

  • Developing applications for authorisations under REACH and other exemption requests (e.g. for IED or BPR).

  • Carrying out stakeholder consultations for regulatory bodies.

  • Hosting and presenting at stakeholder webinars and conferences.
