London Borough of Barnet Corporate Natural Capital Account

London Borough of Barnet Corporate Natural Capital Account cover

For London Borough of Barnet, 2016: The Natural Capital Account produced by eftec and Jon Sheaf Associates shows that the cost of managing the 200 open spaces in the borough is less than 10% of the benefits they provide. And that’s with only some of the benefits estimated. The project has won the College Fellow’s Award for Creating Healthy Places and was highly commended award in the policy & research category of the 2017 Landscape Institute Awards. The CNCA approach helps deliver four objectives:

  • Provide the Council with a tool for understanding the benefits and costs associated with natural capital assets, helping the Council make informed decisions about allocation of scarce resources based on ‘outcomes’ data
  • Support the development of Barnet’s emerging green infrastructure supplemental planning document and align its green infrastructure policy with the London Infrastructure Plan
  • Test how different management options are likely to affect the asset values (benefits provided) and develop an outline business case for future management, funding and governance arrangements
  • Support the delivery of green infrastructure actions identified in the adopted Open Spaces Strategy

The College Fellows award statement said of the project and the CNCA tool:

“It demonstrates how investing in provision and maintenance of urban greenspace pays for itself many times over through reduction in costs of healthcare and reduction in the cost of sickness absence from work.”
